Automatic license plate reader systems use cameras and software to capture and process visible vehicle information such as license plates and, depending on the system, other vehicle characteristics, along with information such as time and camera location.
Flock Safety markets networked license-plate-reader systems to law-enforcement agencies, businesses and communities, with vehicle observations designed to become searchable investigative evidence.
Flock states that its LPR product collects vehicle information rather than facial-recognition data and provides controls involving access, auditing, sharing and data retention.
Axon provides body-worn cameras, in-car camera systems, evidence-management products and real-time public-safety technologies, including systems capable of mobile license-plate recognition and integrations with other surveillance cameras and sensors.
These technologies can provide legitimate investigative and public-safety benefits, including locating vehicles, generating leads, preserving evidence and improving situational awareness.
They also raise legitimate questions about privacy, accuracy, retention, access, data sharing, cybersecurity, oversight and how large networks of individual observations may reveal patterns of movement over time.
A camera in public space does not automatically constitute an authoritarian surveillance state.
A public-safety purpose does not automatically eliminate privacy concerns either.
The relevant questions depend on what a system collects, what it can infer, how long information is retained, who can access it, how searches are audited, how errors are handled and what legal and policy safeguards govern its use.
